The advantage of suggesting a venue for (work-related) dinner is that you get to choose where you would like to go (and is probably too miserly to go on your own).
The disadvantage is having to wait for your workaholic boss and colleagues, which translates to late dinner.
From Nara to En, same Japanese food, different style. I can't really compare the standards.
